Both indices well below national median. Crime has declined more than 25% over the past 5 years and is forecast to continue declining. These statistics are ambient -- they do not reflect targeted, organized crime.

Threat context: Documented Colombian organized burglary ring operating in WA/OR. Ring uses online target research, trail cameras, signal jammers, pattern-of-life surveillance, tire slashing to create diversions, and rear slider entry. Victim in Madeline's network (Denise Moriguchi / Uwajimaya) was targeted by this or a similar group in Mercer Island, May 2026. Household fits the documented victimology: publicly named Asian business leader with documented wealth.

06 - Video Surveillance

Current system: Arlo Wi-Fi cameras present. In Denise's incident, an identical Arlo Wi-Fi setup was defeated by a signal jammer -- no footage captured despite an Amazon delivery occurring during the breach window. This is a documented, specific vulnerability of this camera type against this ring's known methodology.

Key concern: Wi-Fi dependent cameras (including Arlo) are vulnerable to signal jamming. The ring specifically uses jammers. A wired or cellular-backup system is the appropriate recommendation. Madeline mentioned on the call that she was already considering switching to a wired or non-Wi-Fi system -- this is a high-priority item.

No information on camera count, placement, or coverage from the debrief. Full audit needed. HIGH PRIORITY: assess Wi-Fi vulnerability and wired/cellular alternative

On the call: Madeline was forward-leaning on getting ADT or a similar system immediately. Geoff expressed hesitation. There may be some difference of opinion between them -- present options calmly without taking sides. Geoff specifically keyed in on panic buttons as an appealing element.
